Description
For household members under age 5 who were potential subjects for height and weight measurement, HWCWHYNOTMEAS (HC13) reports whether they were measured, or, if not, why they were not measured. All "no" responses have a common first digit of "2," while the second digit reveals the reason (e.g., consent refused, not present).
